Steps to be done for release:
(0) Package into tarballs and sign.
(1) Upload tarballs to FTP server.
(2) Point LATEST.tar.gz to current version.
(3) Modify cowsay web pages to reflect current version.
(4) Modify factoids with purl and miho to reflect current version.
(5) Post to freshmeat.
